Issued by the Russian Post Offices in the Ottoman Empire, this scarce overprint belongs to the Levant series released on 3 August 1900. The base stamp is the 2 kopeck dark emerald green definitive showing the imperial double-headed eagle with crown, printed by typography on horizontally laid paper and perforated 14¼ x 14¾. The red diagonal surcharge “10 PARA” was applied for use in Turkey, where local currency equivalents were required for postal convenience. The issue represents an important historical period when several foreign powers maintained postal privileges within the Ottoman Empire, serving the needs of merchants, diplomats, and expatriates. The bold overprint combined with the rich green background creates an attractive contrast, and comparable examples have been offered in major auctions as key representatives of Russian Levant postal history.
