Issued on March 24, 1912, it bears a red vertical overprint in the flowing Sung style (中華民國), printed by the Custom Statistical Department, Shanghai. The base stamp features a detailed dragon design engraved with high precision. With no watermark and varying perforation, it reflects the shifting standards of early Republican philately.
