Issued on December 1, 1942, to commemorate the first anniversary of the so-called "Greater East Asian War," this rare pair of mint never hinged blocks from Manchukuo presents both denominations of the issue: 3 fen and 6 fen. Each denomination features a detailed depiction of official government buildings symbolizing Japanese-occupied authority in Manchuria during the Second World War. Printed in purple brown using lithographic techniques, the stamps exhibit a clean and formal aesthetic consistent with wartime propaganda. The issue was perforated 13 x 13½ and bears the distinctive commemorative overprint, emphasizing imperial ambitions in the region. The edition was notably limited, with only 2.6 million of the 3 fen and 2 million of the 6 fen printed.
