This mint never hinged block of 15 was issued in April 1949 during China’s final hyperinflationary phase before the Communist takeover. Originally produced as a revenue stamp in the "Transport" design series, it features trains, aircraft, and ships—symbolizing modern infrastructure—later surcharged with a blue "1000.00" denomination in gold yuan currency for postal use. Printed lithographically in gray-green with inverted border patterns, the stamp appears without gum as issued and is found with mixed line perforations (13, 13½, 14, and 14½). This issue was printed in Hankow and belongs to the class of emergency postal conversions, where fiscal stamps were repurposed due to rapid inflation and logistical breakdowns in the Nationalist postal system. Measuring 26 x 23 mm, the stamps are fresh and well-centered with full selvage on the left. A striking survivor of China's collapsing wartime economy and its desperate last-ditch postal measures.
