This 1945 block of four stamps features the CNC overprint on a definitive issue portraying Wang Ching-wei, the controversial political figure who led the Japanese-supported Reorganized National Government during WWII. Originally part of the definitive series, this stamp was later overprinted in dark green with a 15-cent surcharge as part of a broader effort to stabilize the chaotic wartime postal economy. Printed by the Commercial Press Ltd. in Hong Kong using gravure printing, the design is clear, and the dark blue base color contrasts starkly with the surcharge. The block has no watermark and shows variable perforation, typical of wartime issues. The reverse displays some gum toning, light rust along the perforations, and a horizontal crease in the lower right quadrant, though the stamps remain in mint never hinged (MNH) condition.
