The stamp features the portrait of a revolutionary figure from the Republic of China period and carries a denomination of 20 Chinese cents in ultramarine. Printed using gravure by De La Rue & Co. Ltd., the stamp lacks watermark and shows variable perforation, reflecting the wartime production standards. This issue is part of the Mengkiang regional overprints applied to national definitive issues during the Japanese occupation.
