Issued in 1907, this stamp is denominated 15 Russian kopecks and printed in blue and purple on vertically laid paper, with watermark composed of Cyrillic letters and wavy lines. Perforation is 14¼ x 14¾ and the gumming is blank yellow, consistent with mint never hinged state. This overprint issue reflects the administrative presence of the Russian Empire in Chinese treaty ports, often used for foreign correspondence in Manchuria and surrounding regions.
