This 1893 postage due issue from the Shanghai Municipal Local Post Office represents the early semi-autonomous postal administration of Shanghai during the treaty port era. The block of four features a neatly typographed design in red with a black surcharge denoting the 2 Chinese cents denomination. The stamp bears the inscription “SHANGHAI MUNICIPALITY” and bilingual markings with the upper frame inscribed “LOCAL POST” and flanked by decorative corner emblems. Printed by the Barkley & Fira company in London, this issue was part of a series designed to handle underpaid or unpaid local correspondence. It was typographically produced on watermarked paper bearing Chinese characters reading “Ministry of Industry,” with a perforation of 13½ x 14. This series is listed in the standard philatelic references as Michel CN-SH P14, Scott CN-SH J16, Yvert et Tellier CN-SH T16, Stanley Gibbons CN-SH D171, and China Stamp Society CN-SH 1216. As a postal-fiscal hybrid, these issues reveal the hybrid character of Shanghai's postal and financial systems during a period of intense modernization and extraterritorial governance.
